Personally for me its anything that is a sexual act. Simply because to get that far, there has to be intimacy between the pair that would be regarded as way to forward and rude to be had with anyone else. 
Also when people say they have sex for an hour and a half. I dont think that means they were penetrating the entire time, but rather alternating between sexual acts that we regard as part of the "sex".
