Neighbors dogs.....

This is going to be long. 
We moved into our house at the beginning of February. We live in the Chicago area, so it's COLD here in the winter. The first thing we noticed about our neighbors is that their yard was a huge mess. Now, I'm a pretty cluttered person myself, but this is like an episode of what a hoarders yard looks like. The next thing we noticed is that they had two dogs. One older one, one younger (definitely puppy) one. In the first week I realized that these assholes are leaving their dogs outside AROUND THE CLOCK. The first time I called the cops was when I noticed the dog barking for over an hour at midnight. I didn't call for the barking. I called for the fact that the dog was outside and it was -2 out. What the hell?!?! Over the course of the next few months, I feel like I live next door to a Sarah McLaughlin commercial. Pretty soon, a new, much younger puppy showed up. By this time it was April. I had called the cops multiple times. One time I had to pretty much bend in half over the fence to untangle one of the dogs from a plastic step stool. Another time I had to actually jump the fence to unhook a fishing hook from one of the dogs. Now we are at summer. It's HOT. The dogs are still ALWAYS outside. I see no water dishes. I see no food dishes. The littlest puppy hasn't been seen for about a month, but now there is another new one out there. Everyday I hook my hose into the fence and run the water in the morning before work, again as soon as I get home, and then again before bed. They are not scared of me anymore. They let me pet them. They come running as soon as they hear us pull up. They don't yap at us anymore. Whenever we grill out (at least four times a week), they wait patiently by the fence, because they know they are each going to get a hotdog. We literally buy hotdogs JUST for the dogs. But I don't know what else to do. These aren't my dogs. In truth, I don't even really like dogs, and I certainly don't want to own one. BUT IT INFURIATES ME that these people don't care for them. I KNOW I don't want a dog, that I don't have the time, or patience, or energy to care for a dog, SO I DONT OWN ONE! Why do they have dogs?! Why do new ones keep showing up? And who can I call to report them? The cops don't do anything. It's the 4th of July weekend. There are fireworks being set off all over the neighborhood. The dogs are terrified and crying, and these assholes didn't let them inside until my daughter and I went and banged on their door to say "hey, your dogs are terrified outside from all the fireworks, maybe you could let them in and let them know that everything is ok!" It just pisses me off.
