Teething?

Daughter is almost 14 weeks old. Took her to the docs yesterday for a rash on her forehead which turned out to be eczema and when they took her temp she had a fever of 100.9. We had no idea she even had a fever. They gave her some baby Tylenol and we've been monitoring her ever since. Today though she's extremely fussy. Thumb pushing on the roof of her mouth and everything but she's been doing that for weeks now. Could it be teething? Doc ruled out ear infections. Her lungs were clear. Did a strep test that came back negative. I'm getting overwhelmed cuz idk what it could be. Any help ladies?
