Helppppp

Okay, so when I shave down there, even on the sides of my inner thighs it leaves really itchy red bumps. Ive shaved with different kinds of shaving cream, soap, shampoo, even lotion but nothing helps. I've tried using nair, but it does it to. It doesn't do it anywhere else but it's really irritating because everytime I shave all these red bumps come up and they don't go away till my hair grows back. Any advice??
