Biolateral Periventrical Hetotrophia?

Any mom's had children with this?! My niece had a seizure a few weeks ago, she's 3 and they did a MRI and found out she had that. I looked it up it said it can cause learning issues down the road, has anyone known any children who were older with this and how did it affect them? It said it was because certain cells in the brain didn't develop enough while she was in the womb, they don't know why. Well I'm currently 14 weeks pregnant, could that happen to my baby?! Is that genetic? Like If my sister had that happen could it happen to mine as well?
