Calling all military wives/fiances/gf's

My man is in the navy, he signed his contract as single because otherwise more paperwork and we weren't engaged or planning on doing it soon at the time (a month ago). He hasn't left for boot camp yet. He goes to boot camp in may, then a-school then his job. Anyway now he wants to propose but doesn't know if he can since he signed as single? would they allow that? 
Someone please explain because we wanna make sure we follow guidelines of course but he wants to propose soon. Like within the next couple months. He's having my ring made now but of course if need be he will hold off the proposal. 
So final question lol, can he or can he not propose now? If he proposed now would he be in trouble?
