Advice // the right time?

Okay so long story short me and this guy have been talking for almost a month and due to a few .. serious circumstances we have already shared a bed together.. twice. Neither of these times did he even try to, touch me or even kiss me. He's older than me by two years (he's 18 I'm 16) and since he was older I was kinda expecting him to atleast try something.. I would of been fine with just kissing. And we starting to get closer and we'll probably start dating soon. Should I take those as signs that he's not with me for the sex? Or I don't know how to go about this.
