When a service person asks 'how are you?' do you ask back?

I ask back however they always seem to be surprised by me asking so I was wondering whether it's because I have a resting bitch face and they weren't expecting me to give them the time of day or whether it's because most of the people they deal with have absolutely no etiquette.

Honestly, asking "how are you?" was never customary where I grew up. I moved last year, and where I am now, literally EVERY conversation starts with "hi how are you?"  On the phone, at a customer service desk, with a stranger, everywhere and with everyone.

I always answer someone when they ask how I am, but sometimes I forget to ask back. I most often do, though!
