question no bashing

Would you say someone is putting their self and their child at risk if the left and moved in with their" family " ( only one that is truly their family is the dad and he lives a couple hours away from where she is staying ) they haven't seen for 15 years or have talked to in 15 years . She left for a family visit and moved down there got a divorce and has cut all relations with everyone here and WILL not talk to anyone of let th father of her child see him she won't even talk to him she blocked everyone on Facebook and has rejected everyone's calls even her own mother I think she has post partum depression or some sort of depression the house is filled with lots of kids and the pictures I saw before she deleted me he was filthy and had bites all over him that looked like bed bugs and his diapers always looked like they were going to explode sorry it's so long guys  I'm asking because he doesn't know what to do so PLEASE DONT SAY ITS FOR THEM TO TAKE CARE OF OR ITS THEIR ISSUE I'm just asking to try and help him out he's my brother
