Best friend

My best friend (boy) wants me to go out with him. I'm not with my ex because I just found out that he's cheating on me but I don't know what to do. I've known this guy for over 13 years and he's always been there but it kinda makes me feel like it would be a rebound sort of thing. I don't really know what to do. I love him as a friend so much. He's never been mean to me or anything. My mom doesn't really approve of him but he's so important. I just want to know if I should wait to go out with him or not. And if so how we should do it.
