I need advice

Ok I'm 17 and I have been with my boyfriend who is 18 for awhile now. And I know a lot of people will say I'm to young but I feel like he's the one. That's not my situation though. We have make out session and he uses his magic finger and I use my hand but we never go farther. But I am getting to the point that I want to. I'm not on BC yet so it makes me nervous to actually go all the way but I always want to at times. What should I do? My mom doesn't want me on BC yet because doesn't want to to get the "ok you can have sex all you want now" idea so I'm kinda stuck. Please help!
