Wedding celebrant stole money from us

My husband and I got married yesterday at circuit court. Our celebrant charged us $65. $50 for the marriage and $15 for paperwork copies that I've requested. My husband gave her $100 in cash. After the marriage, she went straight to the clerk to get the paperwork as we wait on the bench. She came out with paperwork and gave us hug saying congratulations but didn't give us the change of $35 or a receipt. She was in a rush to her next appointment. I know it's our fault for not asking for the change right then and there and I feel terrible about it but it's not right on her part to steal money like that.  Also, we didn't bring our phones in the court because I always thought we cannot bring phones. The celebrant took pictures of us with her phone instead and told me she'll send to my phone at night. She never did. In a way I feel she either truly forgot or she just took advantage of us. I know to many of you $35 is probably not a big deal but to us $35 is everything. My husband works so hard and I'm a college student. We can't afford to just give money like that. What should I do if she doesn't send me the pictures or money? I don't want to bother her or keep asking because it'll seem like I'm annoying her or harassing. It's hard to just accept that she promised she'll send fhe pictures and it's hard to accept that she stole money from us. She didn't give a reciept so the only proof I have is her text.... 
UPDATE: She said she just sent the check to my home address. :-) Like most of you mentioned, it was a miscommunication but I wrongfully took it as theft.
