I've been into this guy for almost a month now

Should I tell him that I have feelings for him? I know he has some sort of feelings for me. We both have just gotten out of long term relationships and we both keep saying oh I don't want a relationship. Yet, when we're together we flirt back and forth, hold each other's hand, we've kissed and truly just enjoy each other's company. Tonight he called me while he was tipsy and asked "How do you feel about me?" All I said is I really love hanging out with you, you keep my mind off of everything. He kinda just got quite for a bit, giggled and said he loves hanging out with me and wishes we could see each other more. I don't know if I'm ready for a relationship but when im with him everything seems simpler and I've never been this happy. I don't want to rush anything but I also don't want to risk losing out on a possible great thing. Tomorrow we're going out to a diner after hes done work, just the two of us. Should I just flat out tell him I have feelings for him and see where it goes?
