Having trouble with my daughter in public places!! help!

My daughter is 4 months old. Whenever we go to a restaurant or a public place like that she screams the whole time. Won't take a paci or bottle. We try holding her all different ways, stroller, etc. nothing calms her. Last night we were at a wedding and she did the same thing. SCREAMED the whole time and we could not calm her. The second we get in the car she's fine and happy. Anyone else experience this?! Any suggestions on how to get her comfortable in these situations?!
