My step daughter keeps lying

So I have been married to my husband for a little over a year and he has a daughter from a previous relationship. She is a good kid and I love her but lately she keeps doing things she isn't supposed to then lying about it. She is 7 years old and is very convincing when she lies which makes it worse. My son is 6 and when he lies, which thank god is rare, I can tell or he will give in and stop trying to lie when I give him a look. My husbands daughter keeps messing with our cats then when I ask her about it will lie to my face. The other day she sprayed air freshener all over them and denied it up and down even though she was the only one there other than me. Yesterday she put one of them in the fridge and I luckily heard him meowing so got him out. She didn't know that could hurt them so I explained that to her. This morning the cats were soaking wet along with the floor and I figured out she took the water bottle we use to spray them when they do something bad and went crazy with it for no reason. She once again lied to me about that but I put two and two together. My husband has had a talk with her but it clearly didnt help. I texted him this morning and told him what happened and he said he will talk to her again. When he talks to her though he is never serious or stern about things. He will tell her not to do something then crack a joke or laugh. It is starting to annoy me. I am also an animal lover and it is pissing me off she is messing with my cats lol. Should I sit her down myself and talk to her or let my husband handle it?
