Charged as a terrorist?

A 19 year old in the town close is facing two misdemeanor charges. The teenager admitted he made a "works bomb" in the middle of the road that was reported by a town employee. A witness said the teenager made the bomb as a joke and the teen said "just to see if it would work". Luckily the bomb didnt have the right ingredients and didnt work. So what do you guys think? People in the comments on the article posted by our town news says he should he charged as a terrorist. I think if he was trying to see if it would work he is planning something big and they need to keep a close eye on him after he gets out of jail.
