What should have happened to her?

My psychology teacher told us a story that happened in Florida a couple years ago. To make things short, basically within the first month of working at a charter school his wife was suspicious of the music teacher and how he would act with kids. Sitting them on their laps and such in darks room, and would even bring kids into a whole other part of the school in a room alone, and she noticed how these were the same kids almost all the time going in and out his class, and how they were kids who couldn't speak very well (kindergarteners with speech impairments). 
She notified the principle, but she didn't do much except go talk to him and tell him something along the lines of "don't put yourself in suggestive situations". But he would still continue to do so, and was caught multiple times with a kid in his lap, alone in a dark room. She notified the principle again to go talk to him again, but all she replied was "I can't, I have a PTA meeting to go to and I have to bring finger sandwiches". 
So the music teacher kept doing the same things for 6 months until they caught him since they started putting cameras in the rooms. 
Luckily he went to jail, but people are saying the principle should be charged or held accountable for neglect in this situation. What do you guys thing?
