People let their dogs poop in our yard 😡

So, I know not pregnancy related but every time I step out of my house there is a giant dog turd somewhere in our yard. Hubby & I always wind up having to clean it up. We are on a corner lot so everyone walks by. But no one will clean up after their dog. We clean up after ours. I don't want to walk out in the middle of the night and step in it. Any ideas on how to get people to stop? Should just put out a sign with poop bags attached so they take it and use it? Call the hoa? Give up? Idk who it is unless I just sit and stare out my window waiting for them which I'm not about to do
