Can someone explain this to me?

A few months ago my ex and I broke up. Mainly the distance, as well as time zones were due to us breaking. It didn't hurt us too much because we're so close and get along extremely well. Recently we've been texting like we're in a relationship. He usually starts it off and I give in. Basically saying how I'd get along better with his mum than his sister in law, I'm just so patient and understanding, sharing "I love you"s, and making potential promises. Then out of nowhere he goes on about asking why I like him so much and I tell him how I felt, he did the same. He said he wants to stay exclusive but not dating. I'm really not sure what that means because it sounds quite confusing. If I'm thinking correctly does it mean we're both interested in each other but not necessarily together? Some input would really help!
