neighbors dogs

My neighbors dogs bark 24/7 and it's really annoying. This morning they started at 3am and went until now (it's 8) it's causing me to lose sleep and it's frustrating cause I have school and I'm pregnant. Any ideas on what I can do about it? Who can I complain to? I know the neighbors can hear them bark. But I partly think they don't care about them since it'll be 15° and they will be stuck outside 5-7 hours. Any advice?
