Did he not mean it?

I've been with my boyfriend for 7 months now. This last weekend we went out, he got pretty drunk and when we got home, he was still pretty drunk, and he kept telling me loved me, we haven't said it yet to each other but I have been wanting to for a month so it made me happy. Well since Saturday night I've said it to him twice and he hasn't said it back since. I said it once through text and he said "don't say it if you don't feel it or mean it" I said obviously I meant it and he just sent 😍😍😍 back. He's not saying it back. Did he not mean it? Was it the alcohol talking? I feel so stupid after saying it twice and getting nothing back. 😩
