Car seat question!⚠️⚠️🚨🚨

So I have the Chico key fit cortina 30. It says when they teach 11 lbs to take the support insert out (but you can leave the head insert in). So we did but now it looks like the bottom clip thing is like digging into her stomach and the strap on the bottom seems loose. Does this look right?

I don't want to put the insert back in because it says multiple times in the manual you have to take it out when the baby's 11 lbs.
