fiancé time

I don't live with my fiancé yet. We used to see each other nearly every single day but since I've got a full time job it's hard. He only works weekend and goes uni a couple of days in the week... I work different shifts which sometimes means I can see him after I finish work. On the weekend I only usually see him Friday evening abit of Saturday morning and some of Sunday. For me this isn't enough considering we're engaged? I've told him and he says he agrees but I feel as though he doesn't make the effort to see me after work? I know it's awkward but we're meant to be engaged surely you'd make the effort???
