Should I tell my crush i like him

Okay so heres the deal: my friends think he likes me but i think he might like someone else. Idk if i should tell him? Like neither of us are allowed to date, we are both 15 but turning 16 really soon. And like if i do tell him, would he think that i would want to date him? I mean i do but like we cant and idk what he might think of it as, if i tell him. And like we are really close so if i tell him i dont want him to distance himself or stop talking to me. Hes really shy to so like yeah. Thats my dilemma. Let me know what you guys think i should do
