So, I got out a long term relationship and about a month later I began seeing a guy who was about to leave for bootcamp. I was seeing the guy for about a month but told him that I wasn't ready for another relationship yet and that it'd be best if we weren't together while he was gone. While he was gone for 3 months, I gave another guy a blow job and had a drunken one night stand with a girl. 
I came clean to him about it and he's very angry saying I cheated on him. But is it cheating if we weren't together?

First your caption made me laugh, because I read it in Silence if the Lambs kind if way lol...

Second NOPE you were very honest with your intentions and did not lead him into thinking you were in committed relationship.
 I have a few issues with him accusing you of cheating.

First, it sounds like he's manipulating you into feeling guilty when you never did anything wrong. That's emotion so and mental abuse.

Second,  he had this fantasy you were only his when you clearly were vocal about holding off on dating. You  were honest and real. His interpretation of this is a red flag for pocessive and controlling and eventually abusive behaviour.

Third, if he is unstable about something little like they and can just be happy for what could be now that your back in the picture than he could be unstable about a ton of other things if you peruse a relationship with him.

Honestly I've seen his type before many times, sadly in soldiers. I was a military wife for many years, not all soldiers are bad guys, bit many of them have issues befor3 ever even becoming soldiers. I would say run for the hills and if for some reason you can seem to give him up so easy proceed with extreme caution he seems very manipulative.

Oh lord. If you aren't in a relationship and stated to him that you aren't in a relationship it's not cheating. He needs to chill out.
