How to get a guy to tell you how he feels

I told this guy I like him and asked him to hang out. He responded with I don't know. Then when we are at work or on break together he looks at me all the time, smiles winks and blows kisses. Is he just messing with my emotions or does he like me? How do I get him to tell me how he feels?
