Unless your doctor is worried don't worry about people's comments. Everybody carries differently depending on their body shape. Some women look huge while others tiny yet they'll measure about the same.

Every bump and every baby is different. 
I was "too small" with my first and now I'm the same size at 28 weeks with my son as I was at 39 with my daughter.

Your bump will grow to accommodate your baby/uterus/placenta and that's usually it. So ignore it when people say you're "too small". Rock your bump momma!

Don't let anyone tell you your bump is too small. With my last pregnancy I looked like I was only 5 months pregnant, but in reality, I was at the end of my pregnancy. I was young and dumb with that pregnancy and didn't go to an OBGYN, so when it was time to have my daughter they kept sending me home even though I could barely walk the pain was so bad. I went back 3 times and every time they sent me home and didn't even bother checking me. The last and final time I went in they finally checked me and I was 7 cm dilated. Mind you I had been working this whole time, doubled over in pain because my boss wouldn't let me go home (My co-worker barely showed up so it was just me.) After the doctor found I was in labor they started whispering among themselves about how my daughter was going to be a preemie and to get the NICU ready. When I had my daughter she was 5 lbs 3 oz and perfectly healthy, even the NICU doctor who came in to check her said he didn't understand why he was called in. So like I said, don't let anyone tell you your bump is to small. Appearances can fool even professionals.

I'm 37 weeks and this is my bump lol. Some of us are just small! No shame! As long as the doctor says baby is doing okay, then you're fine! They'd tell you if there were a reason to worry!
