I'm 13 and am in love with this guy. In 5th grade he was in my class and I had a crush on him but the he moved. 3 years later and now he's back, and I truly love him and could see the rest of my life with him. He told me twice that he had mad feelings for me, should I tell him I like him. I'm really nervous and don't know what to do.

Kids say "I love him" and "I love you" so quickly and easily these days. Listen your 13.. Your infatuated, your in like.. Your still growing and developing.. Most likely there will be many others before you settle down and I'm not being rude, I told my niece of 13, excatly same thing when she told me she was "in love" and "in a relationship" of 3 days.. Slow your roll and enjoy being 13.. You have plenty of time. Don't rush your childhood.

Since you're young there isn't any harm in telling him you like him. Since he has stated he has feelings for you. BUT like I stated because y'all are young still, take things slow! And don't EVER feel like you are being pressured into anything.
