Perineal care on newborn

Okay I don't wanna be too graphic, but this is my first time even being around a baby girl in probably 7 years. My family and friends and I have all had boys, so I just want a few tips. Do I move lips of vagina to clean inside every time she pees. Am I not cleaning well enough if there is white discharge kinda stuff around "clitoris"? When I bathe her do I use baby soap on privates?
