Does this mean that he doesn't actually care?

I dated a guy a couple months ago. I'm not sure if we ever broke it off before he moved though. When we're together he'll tell me that he missed me or that he loves me but the only time we talk is when we're together. And that's only about every other week. He very rarely texts me to just talk and normally if he does text or message me it's because he's in town again. Does this he doesn't really care about me as much as he says he does?

If he doesn't bother communicating when you two aren't together physically, I'd say his actions would suggest he doesn't care much.

You could ask him and see what's going on. It's a lot better than jumping to the conclusion that he doesn't care. Who knows, there might be something going on that prevents him from talking to you or he might not be good at communicating with you electronically. It's best to ask. I can't say he doesn't care. I have a friend who is like a brother to me and is absolutely terrible at texting and communicating virtually when we aren't in the same state (we met in college and he is originally from California). This is every summer despite letting him know, hey, text me once in a while lol 
He told me he feels bad, but it's just him. Plus, he's dyslexic, so I know that contributes to his disinterest in texting or using social media. You just have to ask him and figure out what the case is.

You are a back up plan. Someone he contacts when he's bored or horny. He knows he can tell you what you want to hear and is just stringing you along. And knows you don't want to be alone so you tolerate whatever bs so that you won't be alone. He knows you are lonely and desperate for attention and affection and takes advantage and knows he has the upper hand. He's just using you. Walk away. A mans actions and effort dictate his intentions. You are not his plan. When you are his plan, no bs , excuses or lines to soften the blow, you are his priority and he makes every effort and sacrifice. Wait for that guy. Not this idiot. Don't waste your time.
