My boyfriend has no empathy.

I have Bipolar Disorder and PMDD and anxiety, so, naturally, I need someone who is going to notice when I'm down or anxious. But my boyfriend... it's like he wasn't raised to think about the feelings of others or to even know how to relate to the feelings of others. It sounds pathetic, but I need someone who is going to be able to take care of me when I'm going through a hard time. What do I do? I've tried asking him to be more sensitive, more affectionate, and more attentive. He always says he's going to do this, but after a while it's like he just forgets or can't do it for more than a few days. It's breaking my heart because I love him. He just thinks he can buy me gifts and everything will be okay. That's how I grew up. My parents weren't around and my dad would just buy me things and assume that it would fix their absence. I'm so miserable and he doesn't care.
