they discharged me ?

I went to the emergency room because my nurse said if my blood pressure becomes high again go since I won't see her until Thursday and I don't know what they'll do Thursday if it's high again but anyways I went the emergency room and it was high and they decided to do a urine sample to see if I had protein in my pee and I did, so that's when they decided to call my ob/gyn to see what they should do and he said to monitor me, so they gave me an iv and sent me to the maternity floor and monitored me and the baby, my blood pressure kept going up and down and it kept being in the "mild-range" and danger zone once and when it went down once in the normal range for the first time, the doctor said he decided to discharge me, I thought he would check it again since it kept going up and down but no, he also said he doesn't want to get in trouble for anything so if I have any of the symptoms on a piece of paper he gave me he said please come back and do not hesitate to. I left the hospital and went home and today I checked it and it's high again especially the bottom number it's in the danger zone and my mother said take a cap full of vinegar which I will but I don't know what to do, I'm not going back to emergency room to just waste my time and get sent home, I've also had some pain on the right side of my stomach and he said if that happens come back but I was walking and I thought maybe that's why I had the pain there so I just decided to ignore it. My question is do you think he was right to discharge me and what will happen if my blood pressure keeps being high or in the "mild-range"? 
I see my nurse tomorrow so that's why I'm kinda waiting it out..
