Who should have lost their job?

So at a place of employment, security cameras on the property's parking lots reveal two people - a man and woman - going into a car and then coming out, the woman seen putting her pants back on. Obviously they had sex in the car. They are both employees at the company, the man an SIV from Iraq married with two young daughters, and the statuses of the woman unknown.
The proper authority of the facility met and discussed with both parties involved. The man would meet with the female coworker on HIS lunch break to have sex in his vehicle.
Who should be fired?
ACTUAL RESULTS: The woman was fired because she was stepping out of clocked-in work hours to have sex, then obviously collects the time on the paycheck come payday. The man was not because he was doing this on his lunch break.
Do you think this was fair? 
Personally I thought it would be appropriate to just fire both. Especially since adultery may very well still be a criminal offense in VA, which the man committed. But overall a poor work ethic.
Do you think the man's status as a SIV (similar entry and financial needs as a refugee - employed after support of a charity so the employers know the living situation) had a potential impact on their decision to keep him?
