Wedding in West Virginia

My boyfriend is from WV and I'm from CA. We see a future together and he said he wants to marry me as soon as possible. I said we have to wait at least two years since I'm only 18 and I want to do many more things before starting a family, like finish college, join the USMC, get a nice job, etc. He's 2 1/2 years older than me. Anyways, I don't have my family here and they wouldn't be able to come to the wedding anyways. Only my sister and maybe a few friends. I would love to do the wedding (legal and church) in CA but the party in WV. Going to WV will allow us to have a cheaper wedding, have his family, less people (because if done in CA then I'll have to invite my family and the family of my family) since I have a HUGE family. I honestly just want to get married and not have a huge party. I want something very private. Anyone in WV knows how much would a venue cost? Is there any packages? How was your wedding in WV? I was also thinking about doing it in Mexico so my family (only) and his (only) can be there but he's still in the military and can't go there in about 3 years. We could wait, but I'm sure his family might not like the idea.
