Should I continue dating my boyfriend?

My boyfriend and I are a long distance couple who've been dating for roughly 11 months. Over a month ago he got grounded, however, he rarely talked to me before getting grounded. And now lately, since he's gotten his things back he still barely speaks to me. Around two weeks ago during my birthday, he gave me a nonchalant small happy birthday that made him seem like an ass to me when he didn't offer to skype or anything. I've asked one of my best friends about it and they said I could do better. But I want outside opinions on the matter. From people who don't have a biased perception.
