SOS. Stuck in a situationship

So I've been seeing this guy fairly casually since February. We are romantically inclined and (i believe) monogamous. There isn't really anything we don't talk to each other about, we've met each other's friends and we are together 1-2 times a week (more over the summer). But anytime I ask what we are, his mood changes and he doesn't want to get into a relationship, he claims mostly due to uncertainty of where we will be in a year, and also he doesn't like labels. Am I wasting my time here? Help.
