Doesn't like milk

My son hates milk. I have tried whole and 2%. I've tried warming it up, he'll take a couple sips then throw his cup. He eats well over 3 meals a day but still demands his formula. He will throw a fit in there's milk in the cup and not formula, and he'll only fall asleep with formula. Anything I can do to substitute his formula? He won't take water and juice either, only during the day.
