I miss my cousin

So my cousin and I grew up together he was at my house every weekend and went on vacation with me every summer, we have tons of great memories and we never fought. We were each other’s best friends and probably the family member I’m the closest to. When I turned 18 I moved to Maryland for 5 months and then moved home this was in 2015. I’ve only seen him once since I’ve been home and when I mention it to him he says “we will hang soon I promise” or something like that but we never do, I asked if he wanted to do something either Friday or Saturday and he sounded kind of snippy over text saying he has two jobs, but when I texted him he wasn’t working. I just feel like he doesn’t want anything to do with me anymore and I just feel like I want him to tell me if that’s true so I don’t have to keep wasting my time being upset about this but instead he always says we will hang out but it’s always just an empty promise. He has time to hang out with his friends and boyfriend but he doesn’t have time to hang out with me, and it’s not like I’m asking for him to hang out every week, it’s more like every couple months or so because I don’t want to be annoying. What would you do if a family member you grew up with stopped talking to/hanging out with you?
