Animal abuse registry

So the county I live in passed a law so that anyone who is arrested and convicted of abusing animals is put on a registry and can't have an animal again. It also stays on your record for at least 15 years. I'm not sure if it's really controversial (not really sure who would disagree with it), but I do remember a lot of people on here saying they should do something like this. I think it's awesome, but I'm unsure how they can regulate it (like do they just do random check ins or something?). Either way it's a step in the right direction for protecting animals.
