Do you intervene if your kids are hitting each other?

Okay I am at a loss with this one. I have an aqaintence who will let her kids slap each other and make each other cry. If I point it out she waives it off and says its 'kids stuff'. I'm not a parent so I'm not in a place to offer advice on how she should handle it. What should I do? My local CPS does not handle things like this - I didn't report her, but I have a friend who's a social worker here.

How old are the kids? Sometimes kids fight but she should be teaching them not to hit and that it's not okay.

Yes, I haven't had my child yet but have experience with younger children. I will be teaching from day one that hitting is a NO! I will intervene at all times because that is wrong! Never ever let your child believe hitting is a way to solve problems! May make them go on to hitting their spouse or children. Hitting is WRONG and should never ever be done unless in drastic circumstances.

Kids fight. Sorry but they do. Me and my brother battered lumps out each other I don't remember a time when we were friends. Except when he asked me to help him get his baby teeth out and even that turned violent. 
There was a gap of around 6 years that we didn't have a physical fight but I could have suffocated him a million times. I left home at 15 because of him. 
last time he hit me I was holding my son and he threw me down the stairs .. Why? Because I was fixing his laptop my baby woke up and I left it to deal with him. 
I packed his stuff locked him out and told him to stay with a friend til our parents came back from their holiday. (I was supposed to be staying to look after him) They agreed for a change.

Siblings will fight. There's no use in breaking it up cos they'll be back at it again as soon as you're not looking. When they're hurting other kids that's when to step in.

My parents never gave my brother the "boys don't hit girls" speech and I told them he'd have no problem hurting another girl. Then he did and got arrested.

I actually think 10 is a good age to give them a talk but uptil then there's no reasoning with them.

On another note I am the only person that will get away with physically hurting my brother anyone else that tried had me to deal with too.. And I wouldn't be strong enough if I hadn't practiced on him :)

I only have one so far, but I do not allow hitting when I watch other kids, and my son and future offspring may not ever hit unless in a martial arts class, or some kind of self defense program.

If it's a game to them and one hits then the other tattles, I tell them they are big kids and need to work it out like big kids or there will be consequences. 
If it's repetitive, one child bullying I will step in
