The waiting game..

I don't know what to think.. According to my last period I should be 5 weeks along. My hCg levels were only at 24 Monday. The nurse didn't explain it to me all that well she said I'm neither pregnant or not pregnant.. How does that happen?! I have to be either or.. Me and the Doctor believe I am pregnant that it may just be to early and I'm not as far along as I thought! Really hoping and praying that I am pregnant! If anyone has any input then please do so.. Thanks😔
