Is this weird?

So I am 14 and not allowed to date till I'm 16, which I am happy too follow that rule my mom has put into place because I dont think I'm ready for a serious relationship yet. There is this guy he is in the same grade as me, 9th, and he told me he like me in 8th grade when I met him at track and ever since we started talking he always texts me in the morning and will say god morning baby girl and at night before he goes to sleep he always tells me goodnight love ya with hearts and stuff. He also always tells me that when I turn 16 that he is gonna ask me out and I was wondering is it weird that he is kinda acting like we are in a relationship already or is that just me?? Any help or suggestions is wanted lol
