Losing weight on a vegan diet?

Hello everyone :)

I’ve been vegan for a year now and I eat mostly whole foods but I just can’t seem to get rid of the last bit of fat on my thighs and lower stomach! I workout 6 days a week and make sure to stay hydrated. Am I doing something wrong? I see all these vegan people who look super toned and healthy and I really want to as well. I’ve heard that eating too little can cause you to hold on to fat, is this true? I eat around 1600 calories a day (i’m 5’4) and my workouts include competitive swimming, running and weight lifting. Any advice?
