Ovulation?

I need help with my issue. We have been trying to conceive for over a year now and nothing. My gyn did all the testing and everything is within normal range, I have a whole lot of eggs remaining. My FSH, AMH and estradiol testing were all within the normal range. The last test that was done was the progesterone and that was on the low side, I repeated the test the next cycle and it's the same results. My period is a normal flow and length. I know exactly when my body is "ovulating" every month. I am just not understanding why my body isn't releasing any eggs. My gyn want me to repeat the progesterone test but I don't see the point. I messaged my gyn asking to not repeat the testing and to move on with the next step I am just waiting for response. Has this ever happened to anyone? If yes what was the next step and results?
