What does it mean when your guy is late to almost everything? I love my boo but he's late to so many things so often and can't plan so we haven't been able too see each other outside of school since like 1 1/2 months ago. And now for the first time since then we can actually get together and he's late yet again.

tell him to meet you 30 mins before you really want him there. so if you need him there at 6, tell him 530.

I doubt he's doing it on purpose, some people are just chronically late. (I have ADHD, which means I have no sense of time, so I'm one of them. People think it means I'm a bad person, or lazy, or don't care, and that couldn't be further from the truth. I have a disability. But anyway...) I highly doubt he means anything by it, and he probably feels bad about it already. Does he seem frustrated when he gets there? That's guilt, and/or self-hatred.
The tip someone else posted about asking him to meet you 30 min before you really need him is a really good idea, definitely try that!
