So confusing

I’m seeing this Scorpio man and we been seeing each other for almost a year like he told me he love me but the next he act like he hate me and say stuff like if u end up with someone else I would b happy for u and u will still be my friend and he tells me stuff like we something like together but as soon as we get into it’s like he will be like we not in a relationship I’m confused and over it cause I fall in love with him I thought he could been my soulmate cause when something happened to him it happened to me I just need advice
