When it comes to making changes in a society, should the size of the population of the people who want the change be a factor? (Read example)

For example - if a group of people make up 2% of the population, should the changes they want to make have as much weight as a group of people that make up 40% of the population?

I voted sometimes. 
If we’re discussing something like broadening human rights to better protect the transgender popular, yes small population size isn’t relevant. 
If it’s something like allocating more funding for senior care programs it should be taken into consideration as that population size ebbs and wains.

Honestly no and also sometimes, this is ALWAYS the excuse used by bigots who don’t want to treat minorities right. You wouldn’t believe how often I’ve seen trans people on this app told to just “get over” transphobia in society because apparently being a smaller community means they aren’t deserving of basic rights. I won’t EVER encourage the majority rules mindset. When has that ever gone well? Changes shouldn’t be based on population size they should be based on whether or not they actually benefit or hurt people. When you base it only on the majority it can go well, or it can catastrophically fail, the majority is not always right and we’ve seen that demonstrated many times throughout history. Consider it this way, in the example I used above with transphobia, the changes that help trans people, while they only benefit a small population, the majority is unaffected. On the other hand, not making changes or making the wrong changes, again, while only hurting a small minority, the majority is still unaffected while others suffer significantly. The real question is do you want to hurt or help people? And do you want to help people a little or hurt them a lot? Regardless of how many.

Well as Gabriel said, I’ve seen a lot of bigots on this app say things like “the trans community is a small percentage, therefore they need to get over it, adjust and etc.” I think if this were about majority, then those who fall into the minority that are oppressed groups would be in a lot of trouble. At the same time though, sometimes a positive change being asked for is important, but not enough people are behind/aware of it yet, that group should still be considered and taken seriously. 
To wrap up, I say no and sometimes.

It depends entirely on what the change is. 
If it’s Nazis wanting to commit genocide then I don’t care how big or small a percentage of the population they make up they should not be allowed the right to make the changes they want.
If however it is a small group of not even 1% of the population who wants to provide better facilities and protection for the homeless then yes they should be listened to and where possible changes made.
It should be more about what the change is rather than how many people want it.
