Should he be held responsible?

I live in ky, a day or two ago a 70 year old lady was outside feeding her cat. (she was maybe 100-105 pounds her husband said).. her neighbor who had been put in jail had 2 aggressive pit bulls. ( this post is NOT about the dog breed what so ever.) the little lady was outside feeding her cat, when both of the dogs attacked her and mauled her to death. Her husband then went out side to check on her, and he was then attacked and luckily fought the dogs off. He suffered more than 20 dog bites. Police ended up shooting both dogs cause they were so aggressive trying to attack more people.. in the mans interview, he said “I know the owner is in jail and I know he’ll see this. I want him to know he’s responsible for my wife’s death, and I am angry”. My question is , should the owner of the pit bulls be charged with murder? Or is this a freak accident.. authorities say the dogs were Known to be aggressive and were left running loose when he was put in jail...

do I think he’s responsible? Yes. No dog should be left un-attended especially left out running around while the owner goes to jail. They went onto the old lady’s property and killed her while she fed her cat, and attacked her husband. I think the owner of the dogs should face some type of charge..
