It depends. How active is the 13 year old? Are they athletic? Muscle ways more than fat therefore an active and athletic 5’1, 13 year old that weighs 145 lbs may not, in fact, be overweight. 
If they aren’t active, then the typical healthy weight is around 120-125. I am not a doctor, however and I don’t know the situation of this child so I can only give an opinion. If worried, I would see a doctor or nutritionist for advice. 
Side note:
I am 5’2 and 175lbs. I was extremely athletic as a teen, so I always weighed more. I have a little (and I mean little) extra around my tummy, but that’s it. So really, weight is just a number.
