I need help

I need some help. Every time I try to have a discussion with my husband about something we need to work on (like him helping with some chores once in a while) I try to be super nice but all he does is think of it as an attack, goes silent and goes to his office. He ends up giving me the silent treatment for like an hour or so and then we never get the chance to discuss it.

Well today I was trying to watch the Olympic opening ceremonies and we don’t have cable as we don’t watch that much and we just have a little antenna and you have to be in the right place in the right position for it to work and I was getting frustrated, now trying to watch something online and literally every 39 seconds it stops and buffers. I feel as if he isn’t willing to pay enough to get things that actually work because this happens ALL THE TIME. But I don’t know how I’m supposed to bring it up that we need to get better quality without him getting pissed and thinking I’m trying to attack. What do I do? Cuz there are things that need to be discussed but he never lets me
